The pattern tells you a lot. If one room has weak airflow all year while the other vents feel normal, the problem may be along that branch of ductwork. If airflow seems weak from every vent, the filter, blower or another HVAC issue may deserve attention instead. Ducts that run through an attic or crawl space can also lose heating or cooling when they are leaking or poorly insulated. Air duct cleaning helps when there is enough debris inside the duct to justify removing it; it will not seal a loose connection or repair a kinked run.

Seasonal comfort problems make more sense when you treat them as an airflow problem to diagnose, not a reason to clean ducts on a schedule. Check that registers and returns are open, notice which rooms are affected, and pay attention to whether the problem happens with both heating and air conditioning. Those details make it easier to separate a dirty-duct question from a duct repair or HVAC performance problem.
